Residents in highly urbanized areas are facing long-term problems with non-functioning floodgates, fragile dikes, clogged canals, small culverts, and other poorly constructed flood control systems. A highly-budgeted civil work that is automatically backed up by politicians of high executive levels who appear to be collaborators of a certain project. This is not a new crisis; it is recurring all the time. Delays in completion are even more frustrating. Up to 60 percent of funds for some public works projects may be lost to graft and other leakages before construction even begins. How many more cycles of damage and neglect must our communities endure before real accountability is demanded? DPWH officials shall also be held accountable for such faulty construction and blacklist incompetent contractors. The DPWH cannot be trusted to investigate itself when it is neck-deep in these anomalies. COA has the technical expertise, independence, and constitutional mandate to conduct thorough audits, even on tough civil projects like flood control systems. People die during floods brought by cyclones, which is the worst part. 🌧️🫧⛏️🪏⚙️
