I agree with you to a point, but just because a bone is there doesn't mean you'll see all of it on every body type at every angle. Collarbones can be very prominent on some people and hardly show on others. Drawing more attention to them like you've done here makes the character look more muscular/defined than the artist might have intended. Definitely important to keep in mind as a general anatomy note, though!
