IT guy here, I've setup things like this before for exhibits and museums. It's incredibly cost effective to do it this way as Blender artists will charge an arm and a leg for stylized renders. I've used Skyrim, Fallout and even Cyberpunk 2077 to design a level they can display. It's also time efficient. I can mod a level for a display in an afternoon. This display would take a month for a Blender artist to achieve.

I mean, flexibly moddable games are often used for historical visualization. They are cheaper than making animations. Its cost-effective.

I don't really see the problem. Yeah, it's goofy, I get it, but cheaper to make than a fully 3d rendered scene. Budget was probably very low for this. May have even been done for free by a student for a project or something. It's like when places have Minecraft worlds to visit that model historic places.
