Running on land vs able to do so under a load in the water are 2 entirely different things. Either compression is too low, carb needs a good cleaning, or both. Also, check the wear ring/impeller clearance for full scootin-ability. But a nice looking rig for $0 invested with lots of upside potential!

Check you exhaust, make sure all the clamps and everything are tight, hsd a similar issue on my 650 and that was the problem
