Ben Stiller himself has claimed they are more or less the same character. His decision to play White the same way he played Tony was because he didn’t think anyone would see the parallels due to Heavyweights being a flop and was unaware that it had gained a huge cult following. Once people noticed the similarities between the 2 characters he leaned into the theory that they are the same character.
