Most likely what happens is you talked to an admin that can’t help much and may not be in the actual fire station. If no one answers then it’s probably because the system is overloaded. A lot of areas often reach points where zero units are available of and on throughout the day. Even “slower” areas.

If someone’s calls my station or comes to our doors about any emergency that’s relatively close we will go 100% of the time. We don’t care if it’s in the other city’s jurisdiction or in the county, an emergency is an emergency.
