Just for the people that don’t know things inspections you do not need pc prior to the stop, secondly the individuals actions would give pc do to him shaking and seeming nervous and overly anxious and defensive, which would give the officer a suspicion that a crime is being committed which is reasoning for detainment as well as refusing lawful orders
