Problem here is, the cops were still establishing that the people in the video, were in fact not "robbers" (more likely burg,) and were being hassled while trying to make that identification. A: They are there to HELP you and save your sh*t in the event that it is a robbery/burg. B: Let them identify and they will be on their way.

If you ask for a warrant and their immediate response is “how dare you record my crimes!” Remember in game of thrones where Lannister men run into the hound while they are raiding villages. That’s what cops are, they are the Kings Men. They don’t serve the realm or the people.
