@themanilatimes: Diverted floodwater behind structural collapse along Mandaue City river -- DPWH The Department of Public Works and Highways (DPWH) 6th District Engineering Office clarifies that the structural collapse along the Butuanon River in Mandaue City was caused by a temporary access road, not a design flaw. Assistant District Engineer Eda de Guzman said on Aug. 21, 2025 that the temporary road, built for construction equipment, diverted floodwater behind the riprap, weakening the structure until part of it gave way. She added that floodwaters from upstream split into two channels, sending water toward residential areas. With no proper outlet, pressure built up, destroying at least five homes.
