Good luck. They completely ignored all of those rights for HHS…Hopefully the MSPB board isn’t corrupt and upholds the constitutional rights of federal workers.

Any thoughts on the fact that HHS did not even determine competitive levels? Even if it wouldn’t matter since entire competitive areas were abolished? Do employees have a substantive right to be assigned a competitive level?
