it's your worls...treat it as you wish.
maybe it is as you mention...and maybe that's not a big deal for the denizens of your world. Or hell...what if it's appreciated and the holiday becomes more of 'a day in someone else's shoes' thing.
there's any number of ways to approach this.
personally I'd think the 'appropriation' angle would be trite as all hell...but it's your story.

I would approach this from an inter-animal dynamic perspective. how do the animals interact with each other and if there is some kind of discrimination between certain groups then I would say yes. like predator animals dressing up as prey animals to mock them that sort of thing. it's an interesting narrative vector to explore I think

depends on where you want to go with it and what kind of intent would be behind it. "I wanted to be something cute so I dressed up as you!" might be sweet. "I wanted to be something ridiculous to make others laugh so I dressed up as you" might be offensive.
in my world/lore, all the anthro characters are of the same species, they just have very diverse features. an alternative idea is that the features are reflections of their personality, but haven't quite worked through that one.
