Depends on the weapon, and the 21 ft rule is the distance at which if someone is charging at you with a weapon you should be able to draw your gun and put lead down range safely without getting hit

The taking steps back is dependent on the situation. If you take 3 steps back have drawn a gun on them and they stop, you can't shoot. You do the same thing and they charge you with a chair or weapon you absolutely can. As you said though imminent danger is the important thing.
