Their training is to make you comply, not to follow the Constitution, the law, or basic human rights, and to treat all citizens they come in contact with as criminals and do whatever it takes to escalate the situation to go hands-on. It comes from poor leadership from the top down, some people can't handle the power that comes with the gun and badge.
