tbh its just trial and error my technique for this is making a color burn layer and a multiply layer of the lineart and playing around with opacities of both

i color my lineart by duplicating the color, blurring it, clipping it on the lineart and lowering the opacity significantly :D while it's barely noticeable it gives a subtle glow effect that i love

If you duplicate the overlay layer again and give it a small bit of a Gaussian blur it gives the drawing a cool effect! I do it with my art a lot
