Chakra is an amplifier, Natural Elements with chakra(Kirin)>Elements created with chakra(Fire Ball)>Naturally occurring elements. The only reason Jutsu are stronger when performed with naturally occurring elements is because you don’t have to worry about a change in chakra nature only in a change in chakra form. This helps save chakra which also helps them output more of that said element. That’s why when Sasuke uses kirin with naturally occurring lightning it looks like a dragon and when he doesn’t it’s just a lightning bolt. The strength of a jutsu comes from the chakra.
