he forgave him because he knows his mother has to die regardless. its a necessary event for the universe to exist, without it there is no speedforce, as the speedforce is simultaneously always there and didnt exist until barry was struck by lightning, which wouldn't happen if thawne didnt kill his mother, and he didnt send the lightning bolt to himself, Barry's mom dying is necessary in so many ways as it sets all these events in motion that essentially create the universe, or at least a fundamental force in the universe
