Xaku’s the lost:gaze also triggers arcane ice storm. I think Arcane ice storm is being triggered by “held” enemies. Most likely “frozen” isn’t an actual status, it’s just a different animation for being held in place. All of these abilities also trigger the same enemy animations.

Cold procs did not have the ability to freeze enemies until update 36 last year, and before that ice wave could not freeze enemies, it just slowed them. Only Frost’s 4 was able to freeze enemies. I think they just used the same code for locking enemies in place when they made Frost, Harrow, and Xaku. Because of the stone effect I think Atlas got a unique one.
