ok but hear me out for a fireball city; the spell is creating the fireball underground, underneath the city, the heat keeps the city warm in the dangerous winters, and people have created thermal springs as a source of tourism. mages constantly maintain the city because it's in a very fine balance and could accidentally run-away and cause the city to erupt like a volcano
