Kaya kapag palpak ang project, hindi automatic kasalanan ng design engineer. Most likely tinipid ang materyales. Engineers are liable for their design for 15 years, hindi nila ipapahamak yung pangalan at lisensya nila. And mind you, the design for structures have safety factor along with design considerations for earthquake, wind, etc. Structures are meant to stand for years. Dapat sundin ang plans and specifications — concrete grade, rebar size, nos., spacing, and strength etc dahil calculated lahat yan for its intended purpose and design

So yung tatay ko na graduate sa UP Diliman with a bachelor degree in engineering and masters in economics, hirap mag hanap buhay for more than a decade kasi may mga ganitong negosyante nanatili at meron close ties with DPWH na wala naman palang alam sa mga ginagawa nila 😀 fyi asawa nya is a compsci grad

"Kahit dina tumingin or basahin plano" so malinaw kung bakit palpak kasi nasa plano amg details kung paano dapat ang latag ng mga rebars at nasa engineer din dapat kung paano ang execution. Kaso malinaw na di na supervised ng maayos ang mga DPWH projects aside sa substandard at kinurakot ang pondo.

Whoa, that’s an immediate red flag. A foreman must follow the details of the plan and should not rely on improvisation. You can use some workarounds, but never at the expense of the structure’s integrity. You learned how to cut down on materials just because the foreman said the structure can still handle it, or that there’s too much steel. That explains it, because even the competency of professionals is not being checked by the DPWH. As the saying goes, ‘a fish is caught by its own mouth,’ and in this case their own words already exposed the wrongdoing
