i understand that being part of an organization that does slavery etc etc , is a bad look, but all of the marines are probably not even aware of most of this details , information is censored as a big theme in one piece , secrecy is the moto of the elder stars , someone like koby might have been ordered to capture boa hanckok but no motive would be necessary because he knows she is a pirate, the organization is used for neferaious purposes but is used for protection and order too , without the low ranking marines knowing , once you become an admiral you know the details but you are still stuck choosing helping a priviliged group with lots of money or risk destabilizing the world order and going against it
