id say report it since them doing that is illigal but its cali. sounds to me like the owners is planning on selling the building so shes wanting everyone gone. had a landlord do similar to me in south texas because her sister had moved to the town and needed a place to rent. she upper my rent by 400 just so id leave and to top that off I guess she thought id fight it so before even increasing the rent she went and had eviction paperwork filed. the day she increased the rent the sheriff turned up with the notice. I did report her and recently found out she actually got in trouble and had to pay fines. the literally day I moved out her sister was moving in with her kids.
