No markups. No hidden cuts. No theft. 4. Broker Transparency – Full Manifest Disclosure Shippers’ rate confirmations, invoice totals, and all billing details must be provided upfront with every transaction — not “upon request.” All brokers must remove any contractual language waiving the carrier’s right to know original rates. 5. Insurance Reform and Cap Introduces a fixed premium schedule to stop abusive insurance rate hikes and keep small carriers in business. --- 🔧 Section 2: Additional Industry Reforms 6.
