plot twist, in this world they're also a protected species like cows are in India so no one can do anything that would distress or harm it to get it to move, the dragons know this and take FULL comedic advantage buildings have to pass Draco code so they can withstand the weight roads have single lane detour circles (kind of like "jug handles" in New Jersey) so cars stuck behind a dragon can turn back and not be late the world building possibilities are Endless!!
