nobody can stop somebody from doing something completely, but you can strongly deter them or make it harder to do something. if you severely restrict access to guns, there will still be gun violence yeah but a LOT less, and as for knives if you drastically increase the penalty for possessing blades / carrying knives in public, it will deter and therefore should lower knife crime. Nobody is saying that restrictions of something will outright end a problem. And as grim as it is to say something like this, a gun is a much worse weapon to commit an attack with because it can harm more people a lot easier than a knife can.
