weld it with high nickel rod, it will polish up just like chrome.

if you can TIG, that's what I'd do. smallest tungsten you have and 1/16 or preferably, 045 filler wire off of your MIG spool. grind 1/8 out from expected weld toe.

They make one that you can poke through from inside and put a nut on outside no welding. Your going to have a lot of oil in your catchcan though unless you get one that also has a baffle over inlet which they also make. Personally I’d get taller covers with baffles then cut the back corner to clear body and weld a piece back in back there out of site out of mind

If you mug weld it, you need to probably use .023 wire and don’t just weld. You’ll need to tack it all the way around. More than likely you will burn through that valve cover. Def grind the chrome. When you are done, smooth out the weld and you can always seal it with silicone around the weld if you have to. I’d rather you get an aluminum fabricated valve cover and weld an aluminum bung to that. If you can find one that fits

tig would be best way but you need to remove chrome or it will contaminate tungsten. mig will work as well but won't be as nice looking .

Use a AN bulkhead fitting that will seal on the inside with a O-ring
