The ICC can issue arrest warrants, but it relies on member states to actually carry them out. 3. Israel’s relationship with the ICC – Israel is not a member of the ICC and disputes its authority. That means Israeli leaders, including Netanyahu, are unlikely to be arrested on Israeli soil. Only if Netanyahu traveled to a country that recognizes ICC jurisdiction and was willing to act could he theoretically be detained. 4.
