It should be state wide. We the people that live outside of Portland have it just as tomorrow. People outside of Portland General have to drive further to go to grocery stores, appts, work etc...

Yes, it would be a burden on small businesses. That said, expenses are a burden on everyone. Rent is not keeping pace with wages, it is skyrocketing past it. It's time that small businesses started to feel the pain that every renter is. prices might go up, but that's what they're already doing.
