In 2014 to get Steph off the streets Cindy rented an apt for Steph. Steph meets a homeless guy and lets him move in THEN steals a semi WITH him! What happened in 2023 had NEVER happened before EVER but Tony was a con artist and so was Debbie. They KNEW Steph had an apt AND an aunt with money.
