If the municipality’s bylaws were effective, how was the construction allowed to reach completion before the necessary action was taken?😞

I have a neighbor that built his half his garage on my property. I never knew ad i bought the place like that. When i got an architect to draw plans for an extension he picked it up. Took me 3 years the get the municipality to impose penalties for the illegal structure. Luckily the other half of the garage was on a servitude which belongs to the municipality otherwise i was on my own. People just do as they please and its not ok. Even after the municipality gave many chances for them to rectify they just refused and then they tried to sell the house. Luckily now that the penalties have been imposed on their rates bill they cannot sell. Buyer will see that the property has illegal structures.
