So there is more to the story than he tells. He saw him hiding contraband. Your so call protocol changes when this happens. You take him out of the vehicle and check him. He resisted after he felt something hard. A gun maybe? He resisted and was running. Camera and information doesn’t say. Did he pull something from where the hard object. He says he was cooperating.
