Have you tried Fresco? You can draw directly as vector shapes, it’s pretty fun. Similar to Procreate so not a huge learning curve

I always struggle with deciding at when to keep a design raster for shading etc and when to export my layers to illustator for vector. I'm coming from the imprinting industry where vector is always king for scalability, but I have a way harder time with vector shadows and highlights without feeling it looks like clip art🥴

You could create your sketch and turn iimto vector art right on Comcepts app and then move to procreate if you need to for more detail.
