the whole point is, saitama was perfectly written in order to be THE Strongest, he desrves the title as much as it was his whole purpose. After he removed his limiter by pushing his body to its possible limits by torturing it with his everyday training (he could potentialy get a heart attack or tear his muscles) hos dyscypline and will was so hard he resisted it and removed his limiter, after that, his physical strenght, durability, speed and stamina begin to grow limitlessly, its like getting out of the borders of a map and falling through an endless void that will eventually crash the game, his strenght is increasing all the time whatever he does and the best part is that it accelerates everytime he fights someone, the more dangerous the fight is for him the faster his speed will accelerate infinitely to the point that no character in fiction would be able to keep on with him not to mention that its not only his physical strenght but speed, durability and stamina, means that hes not getting tired or exuasted during a fight but he does the opposite, the more adrenaline, rush of emotions and his will power will he expirience the faster he grows AND in the image below this is how much his strenght accelerated during the fight with garou who wansnt even stronger that him, to put it simple, the fight with goku and saitama would start of with both of their base forms and saitama kinda painfully tanking goku, serious punch probably could do some rough damage to saitama but he would just stand up from it, as they go further saitama just gets happier amd happier wich would make his strenght start to accelerate more and more to the point where goku would have problem keeping up with him, goku would have to snap into more and more powerfull transformations wich would not only make him reach his limit of his transformations but also he would be out of energy, meanwhile saitamas strenght accelerates so much its pretty immesureable and yet hes not getting tired or exuasted so he has absolutely no weak points, thats what you call "The Strongest" so simply saitama who was written to serve this purpose, after their fight saitama would easily defeat anyone n dbz with one finger
