because when you accidentally bite your tongue, it's a small portion of it, and while your biting up(the jaw moves up and down, the skull doesn't) your using more force to chew your food

likely because your brain is stopping you to prevent injury, like how it's hard to bite your finger hard enough to injure, despite it only taking the same force to bite through as a baby carrot.
