I don’t let people come up to me or MY dog unless they have a friendly dog, mainly because she is a rescue that was abused and is scared of new people. She will not bite but she is fearful.

To all of you blaming it on "behavioral issues," and saying "this is not okay to normalize." SOME DOGS JUST BITE. Some dogs are reactive due to things they've been through, and some dogs run off of survival instinct. Most of these dogs who will bite someone, have specific people they NEVER would bite. Dogs are living beings, and if they want to actually bite you. JUST DONT TOUCH THE DOG. It isn't your dog, it isn't your problem. Treat the dog with the same respect you would a human being, and don't touch them if they arent comfortable with it. Simple as.
