Second — which is more important — the Discaya affidavit appears very selective. Some people believe that there are quarters that are manipulating the billionaire contractor-couple — and there lies the mystery. Who are the manipulators? *** We know that the Discaya couple — who found themselves at the center of the gravity — would be desperate. They do not want to be a Janet Napoles who is in jail and could no longer enjoy her billions. With the Napoles nightmare in mind, the Discayas would be naturally desperate in finding a way out of their trouble. It’s not bad to think that they were ready to pay billions just to save their skin. They will be willing to make any compromise just to get out of the hole. And that made the Discaya couple an easy picking for manipulators. *** It is quite clear that Discaya were made to believe that the way out is to turn “state witness.” Someone or some people apparently promised the couple that if the couple will agree to act as whistle-blowers, they can be made “state witnesses” — and, yes, they will no longer be respondents of the case. They will avoid jail time and they can continue enjoying their billions. It seems that the ones who promised this to the couple are powerful people in government. And the Discaya couple, of course, believed them. *** It is fair to assume that the people behind the Discayas controlled the writing of the supposed “tell-all” affidavit. And that is where the mystery begins. Who “assisted” in the preparation — or who “dictated” the content — of the Discaya affidavit? Is it reasonable to believe that while many members of the House of Representatives were accused of corruption in the affidavit — with Speaker Martin Romualdez leading the corrupt list — not one senator was implicated? How come no public works official, or no lawmaker from the previous administration, were named in the Discaya affidavit? Isn’t it the Discayas were the top contractors during the Duterte administration? The biggest question then comes in — are the Discayas being manipulated by someone from the Senate or from the previous administration? **** It is also mysterious that after the Discayas narrated their “admissions” in the Senate, no senator asked them the real questions. No one asked if they personally handed the kickbacks to Speaker Romualdez, the congressman, and the DPWH officials? If the Discayas handed the billions to middle men or fixers, who are they? How did the money changed hands? Were there records of deposits and withdrawals? Were there phone calls and text messages? The answers to these questions will be necessary to build a real case. How come no senator asked the Discayas about these things? Were the senators already satisfied that the names of Speaker Romualdez and Rep. Zaldy Co were already mentioned? To be sure, we should make Romualdez and Co answerable if they committed the crime. But we should not be selective. Let the truth cut deep. And let the ax fall where it may. **** Obviously, the Discayas do not realize that in executing the affidavit, they already signed their own prison warrant. The couple admitted their crimes in the affidavit — and the offense, unfortunately for them, is the non-bailable crime of plunder. Sure, they can apply to become state witness.
