But oil production isn’t just about rigs , rigs drilling don’t produce oil until after the completion phase and enters the production phase, couldn’t there just be more already completed wells that are ramping up production?

Back in the early to mid 2000’s I was doing economic research. Government agency numbers were among the most trusted in the world. Today I would trust a Wikipedia page edited by Todd who lives in a van down by the river before I would trust any number coming out of this govenment.
