Most BIP’s are written by the special education teacher not BCBA’s. The BIP focuses on the functi9n of the behavior and what instruction and supports are needed to generalize new behaviors. Communication systems are often an intricate part as the undesired behavior is a form of communication for a need not getting met. I realize that might sound permissive and coddling but it is looking at the behavior in its complexity. Consequences (punishments) may be a part of the BIP but rarely change a behavior.
