This isn’t new in Arabic, long before Islam, Arab poets and kings used ‘we’ as the plural of majesty. Scholars like al-Tabari and al-Jahiz noted it as part of their speech. So when the Qur’an used ‘We’, the Arabs understood it instantly as greatness, not plurality. In English, the “royal we” came much later, around the 12th century, with monarchs like Henry II, and by Henry VIII it was standard for kings and queens.
