If I were the cops this is what I’d do. They have his picture. They can run it through their Palantir GOTHAM analytics and can send him an NSO - Pegasus text to take control of his phone and data. Also they can cross reference that his phone was in the cbd yesterday from his carrier/tower data. If they wanted to speak to him they need a LEGAL excuse to talk to him without disclosing above.
