r200 million bcz they had excavate and clean the destroyed road ,redo the underline of sand and stability and to redo the gas ,fuel ,water and sewage pipes and also electric and fibre lines,labour,material and surveying its a lot as a road rehabilitation agent ld say they had abt 1 million to spare the 21 million was necessary and needed and pavement is better than tar bcz its easier to maintain if one gets damaged one is replaced unlike tar

pavement is not ment for traffic use. its dangerous to drive on when it rains as tar is mixed in gravel, which provides grip. pavement has zero grip.
