Our district is using a scripted curriculum this year that comes with a pacing guide we get in trouble for not following. WHY DO I HAVE TO SUBMIT LESSON PLANS WHEN IM FOLLOWING THE PACING GUIDE?!

I have NEVER had to submit lesson plans in 31 years of teaching. I have to have them available, but never submitted. I don't understand this practice. If you visit classrooms and listen to children, you know who is doing their job.

Nothing wrong with submitting plans keeps teachers organized. But yes things change day to day and you can make your plans flexible, but lesson plans ensure the teacher stays on track even if you have to adjust from time to time.
