not the Met office in the UK. it's only the probability of rainfail, no consideration of the proportion of the area. this PoP just tries to simplify things to one number and it becomes less useful

Not right, at least generally. I'm a meteorologist, and PoP should be calculated considering how many of the forecasted scenarios is showing rain. Therefore, a probabilistic forecast in regards to ensemble forecasts

But I don’t understand what the forecast area is? If it’s a forecast for NYC, is the area bigger than for a random village which will be much smaller, and by virtue of its size, have a higher chance of rain?
