this isn't very surprising because they where likely competing for resources and didn't have enough to take in whole group in the smaller groups. As for the lager groups it makes sense they originally would use slaves who probably often died from malnourishment because they viewed these captured people as resources. But as states existed next to eachother for centuries it makes sense that slavery would slowly die out although it seems at least in Europe and most of Asia peasants/surfs took the place of slaves.

Could it also be a matter of resources as well? I've noticed in more recent military history the ability to take prisoners and give full quarter may depend on logistics and man power.

I forget which book I read this in, but slavery might have been an invention of the slave (we don't know). but your argument here shows why, would you rather be executed? or live out your life performing labor. you just might suggest it to the person you just lost the battle to
