‘’Capacity Building for Change: The Launch of chiefs and assistance chiefs’ induction and security management program and NGAPU SOPs  Today, Friday, 15th August 2025, the Cabinet Secretary for the Ministry of Interior and National Administration, Hon. Onesimus Kipchumba Murkomen, E.G.H, officially inaugurated the induction program for chiefs and assistant chiefs, focusing on paralegal and security management capacity building. This training, which will span three weeks, will see each cohort comprising 1,000 chiefs, significantly enhancing service delivery at the grassroots level. In his address, CS Murkomen emphasized that the National Government Administration Officers (NGAOs) serve as the cornerstone of government administration in facilitating service delivery within local communities. He remarked that these capacity-building initiatives are imperative due to advancements in technology and the emergence of contemporary trends in the modern world. Many of these requirements have been identified through the Jukwaa la Usalama platform. Echoing this sentiment, the Principal Secretary of the State Department for Internal Security and National Administration, Dr. Raymond Omollo (PhD) C.B., stated that the various needs identified both administratively and during the Jukwaa la Usalama will be addressed by the government to enhance mobility, welfare, and service delivery, ensuring alignment with the established scheme of service. The Inspector General of Police, Mr. Douglas Kanja Kirocho, MGH, CBS, OGW, reiterated the importance of capacity-building programs, noting that the multifaceted responsibilities of NGAOs necessitate a foundation of knowledge for effective service delivery. Deputy Inspector General of Administration Police Service (DIG-APS) Mr. Gilbert Masengeli, CBS, OGW, SS, observed that the introduction of the National Government Administration Police Unit (NGAPU) and these training initiatives will bolster responses to emergencies and existing challenges within the country. The event, moderated by the Principal Deputy to DIG-APS, Dr. Masoud M. Mwinyi, MBS, OGW, HSC-SAIG, also featured the launch of the NGAPU standard operating procedures and the flagging off of a contingent of vehicles designated for the distribution of uniforms to chiefs across various counties. In attendance from the Ministry of Interior were the Principal Administrative Secretary for National Administration, Ms. Beverly K. Opwora, E.B.S., Principal Administrative Secretary for Internal Security Operations, Jacob Narengo Namulen, E.B.S., Secretary for National Administration, Moses Lilan, O.G.W., Director of Security Management Institute at the Kenya School of Government, Humphrey Mokaya, senior Police Officers from the National Police Service, including the Deputy Director DCI John Onyango, EBS,OGW -SAIG, Commandant of the National Police College Embakasi ‘A’ Campus, Mr. Isaac K.
