WRONG Pennsylvania vs mims allows them to ask you to step out ONLY if there's a clear and articulate officer safety risk. this is ALSO only legal during a lawful traffic stop which this is not. he wasn't pulled over and is on private property so they can't even pull him over there. leave him alone 😒

You do have to step out if they tell you, ONLY IF you’re operating a vehicle DURING a traffic stop (as soon as they turn on their lights that’s where the traffic stop starts). From this context he was parked and it wasn’t a traffic stop… therefore he doesn’t have to step out.
