He was fighting insurgent groups that sought to overthrow the state, and many of these rebels were using civilians as shields. In my view, it was not only the involvement of the Cubans or the Soviet Union shifting its support to Ethiopia that led to Barre’s defeat. Rather, six different nations provided military and air support to Ethiopia, which ultimately contributed to the fall of Barre’s forces.
