@fourwindsgrowers: Water sprouts on citrus trees are branches that grow very fast and straight and have a slightly angular shape. They may look like regular branches, except they can grow in odd directions. Water sprouts do not typically produce fruit, and removing them will help your tree focus on its fruit producing branches. The same can be said for rootstock suckers which, like water sprouts, grow very quickly. The difference is suckers grow below the graft line of a grafted citrus tree as opposed to above the graft line like water sprouts.
