Lived in Japan while my dad was deployed, you can eat in public!! That rule is a mannerism, just means move to the side like you did so people don’t run into you, and don’t eat strong smelling things in tight cramped spaces

I am Japanese. Foreigners often misunderstand this. Eating while walking is prohibited in crowded places where you might bump into others, or when the smell could bother people. However, if it doesn’t cause trouble to those around you, it is allowed.
