Just a theory..the sand..Pushed/Fell off the cliff, broken neck, paralyzed but still alive, head turned enough to breathe, but inhaling and swallowing sand until death. Swept out by the tide.

I have lived in San Diego my whole life. I would surf Solana Beach daily. There was this old guy that would throw Frisbee and swim every single day. Well 1 day I got there the beach was taped off and I watched over the bluff as they pulled his torso out of the water. A white shark bit him straight in half. there was no news footage that I can recall. My point being there are a ton more attacks then you are told about. Think about what it would do to any beach based local economy if they lost tourists. Everything in life is based around the money and image.
