Dexter literally cried as he killed Brian and even after Brian's death he found himself being unable to kill for up a month. There could be a few interpretations why Dexter said this, and in my opinion Dexter grew more and more dislike towards Brian as seasons went on. For example, he denied the existence of his brother and tried to avoid even mentioning him. So according to my theory he copes with Brian's existence by acting dismissive and hatred towards Brian. Deep down he accepts that Brian is his blood brother but the twist is that he doesn’t want to be reminded of his past which could be seen as a trauma response

brian isn't the violent side of dark passanger, he shows up everytime innocent people die and dexter couldn't save them (Doakes,Sam,batista) its his way to cope/imagine that he haves his Brother that supports him and tries to lead Dexter away from pain by making him think he doesn't care
